The Company
ArcelorMittal Liberia (AML) is part of the global steel giant ArcelorMittal, committed to leading the way in steel production with a focus on safety, sustainability, quality, and leadership.  The AML project is unique to ArcelorMittal’s mining portfolio in that this was the first greenfield mine the company operated. 
 
ArcelorMittal mine, Mount Gangra, is considered one the most beautiful mining environments in the world. It consists of a massive deposit of good-quality iron ore and is situated near the town of Yekepa. Iron ore is then transported to nearby Tokadeh, also in the Nimba mountain range. From Tokadeh the ore is transported by rail to Buchanan for eventual shipment out of Liberia.
 
ArcelorMittal currently undergoing a massive Phase II expansion project which is set to be a game changer. The project, with a capacity of 15 million tonnes of iron ore concentrate, is making steady progress and is expected to be commissioned in Q4 2024.  The project consists of a state-of-the-art concentrator plant along with augmentation of the existing rail and port infrastructure to support the production and shipping of concentrated ore. The project will also have a positive impact on the local economy, with significant infrastructure upgrades, including road development, being taken up as part of the project.

The Role
The Rail Project Remediation Engineer will play a critical role in managing and executing projects related to the renovation, renewal, refurbishment, rehabilitation, and improvement of the AML  railway infrastructure.
 
This position is responsible for overseeing technical and operational aspects of the railway projects, ensuring quality and compliance with the AML and international rail standards.
 
He will work closely with multiple stakeholders, including contractors, suppliers and internal teams (rail, mine and port operations) to meet project objectives, timelines, and cost requirements.
 
The position will also involve strategic and technical studies, contract management support, and analysis of supplier proposals, all while leveraging KPI management to track progress and drive performance. The role reports to the CTO- Rail.
 
The Key Responsibilities
 

  • Railway Projects Management and Execution
  • Lead and oversee the planning, design, and execution of railway infrastructure remediation projects, including renovation, renewal, refurbishment, rehabilitation, and upgrades.
  • Develop project timelines, budgets, and resource plans in alignment with project goals.
  • Coordinate with internal and external stakeholders to ensure seamless project execution.
  • Conduct risk assessments and implement mitigation strategies to ensure project safety, quality, and efficiency.

 
 

  • Strategic and Technical Railway Studies
  • Conduct and support strategic, technical, and operational studies to optimize rail infrastructure performance and lifespan.
  • Analyse and evaluate engineering designs, drawings, and technical specifications for railway infrastructure improvements.
  • Identify and recommend innovative solutions and materials to enhance rail performance, durability, and safety.

 

  • Contract Management and Supplier Coordination
  • Support in contract management, including reviewing terms, negotiating agreements, and ensuring compliance with contract requirements.
  • Evaluate and analyse proposals from suppliers of railway equipment, materials, and services for technical and economic feasibility.
  • Liaise with suppliers and contractors to resolve technical issues and ensure alignment with project standards.

 

  • Rail KPI’s Management and Reporting
  • Define, track, and manage project KPIs to assess project health, progress, and performance.
  • Provide regular status updates and performance reports to management, highlighting project milestones, risks, and corrective actions.
  • Use KPIs to drive continuous improvement across project workflows, ensuring alignment with safety, cost, and quality objectives.
  • Key Performance Indicators (KPI’s) for this position:
    • Railway projects timeline adherence and completion rates
    • Budget control, planning and execution (planned vs. actual)- CAPEX and OPEX
    • Supplier and contractor performance ratings
    • Compliance with safety and quality standards
    • Resolution time for technical issues and project risks

 

  • Quality Control and Compliance
  • Ensure adherence to AML safety regulations, railway quality standards, and project specifications.
  • Conduct regular audits, inspections, and quality control checks to uphold engineering standards and mitigate potential risks.
  • Monitor compliance with environmental, health, and AML safety guidelines across all project activities.

 
 
 
 
 
 
 
The Requirements

  • Education: Bachelor’s degree in civil, Mechanical, or Railway Engineering, or a related engineering field. A master’s degree or PMP certification are a plus.

 

  • Experience: Minimum of 7-10 years of experience in railway engineering, with experience on remediation, rehabilitation, construction or infrastructure improvement projects.
