ArcelorMittal Liberia (AML) is part of the global steel giant ArcelorMittal, committed to leading the way in steel production with a focus on safety, sustainability, quality, and leadership. The AML project is unique to ArcelorMittal’s mining portfolio in that this was the first greenfield mine the company operated.
ArcelorMittal mine, Mount Gangra, is considered one the most beautiful mining environments in the world. It consists of a massive deposit of good-quality iron ore and is situated near the town of Yekepa. Iron ore is then transported to nearby Tokadeh, also in the Nimba mountain range. From Tokadeh the ore is transported by rail to Buchanan for eventual shipment out of Liberia.
ArcelorMittal currently undergoing a massive Phase II expansion project which is set to be a game changer. The project, with a capacity of 15 million tonnes of iron ore concentrate, is making steady progress and is expected to be commissioned in Q4 2024. The project consists of a state-of-the-art concentrator plant along with augmentation of the existing rail and port infrastructure to support the production and shipping of concentrated ore. The project will also have a positive impact on the local economy, with significant infrastructure upgrades, including road development, being taken up as part of the project.

The Role
The engineer responsible for Port Engineering development will play a crucial role at Buchanan Port mainly in the development, maintenance and operations of the port infrastructure.
Their responsibilities will cover various areas, from planning and project management to project supervision, operational planning, and technical support in port operations management.
Their duties and responsibilities will be essential for operational planning, technical studies, preparation of technical reports, coordination of studies and other related activities.
He will work closely with multiple stakeholders, including contractors, suppliers and internal teams (rail, mine and port operations) to meet project objectives, timelines, and cost requirements.
The position will also involve strategic and technical studies, contract management support, and analysis of supplier proposals, all while leveraging KPI management to track progress and drive performance.
The Key Responsibilities
Coordination of port projects:
- Support in the coordination and development of projects for port facilities and maintenance of port structures, including:
- Docks, piers, breakwaters, terminals, and waterway access systems.
- Expansion, rehabilitation, and modernization of port infrastructure.
- Conduct or coordinate feasibility studies (technical and economic) to assess the viability of new projects or the modernization of existing facilities.
- Plan and oversee dredging projects to maintain navigation channel depths, ensuring safe vessel passage.
Technical analysis and studies:
- Coordinate port, hydrological and oceanographic studies to analyse:
- Marine currents, waves, and tides.
- Their impact on port structures and operations.
- Analyse maritime traffic data and cargo demand to properly size port facilities and optimize logistics flows.
- Assess environmental impacts of projects and propose mitigation measures to minimize negative effects.
Technical documentation and reporting:
- Prepare technical reports, descriptive memorials, and service specifications for port equipment and operational services.
- Develop and manage budgets and execution schedules for the planning and control of port services, contracts, and projects.
- Prepare operational and performance indicator reports to communicate results to senior management.
Coordination and supervision:
- Lead multidisciplinary teams of engineers and technicians, ensuring integration, quality, and efficiency in project execution.
- Supervise or coordinate the execution of port projects, ensuring compliance with technical specifications, safety regulations, and project deadlines.
- Monitor, analyse, and control ongoing port projects, identifying and resolving technical and administrative challenges.
Compliance with standards and regulations:
- Ensure that the port projects comply with international and national technical standards, as well as environmental and safety regulations.
- Stay updated on the latest technologies and best practices in port engineering, incorporating innovations to improve efficiency and sustainability.
Contract management and supplier coordination
- Support in contract management, including reviewing terms, negotiating agreements, and ensuring compliance with contract requirements.
- Evaluate and analyse proposals from suppliers of port equipment, materials, and services for technical and economic feasibility.
- Liaise with suppliers and contractors to resolve technical issues and ensure alignment with project standards.
Port KPI’s Management and Reporting
- Define, track, and manage Port KPIs to assess project health, progress and performance.
- Provide regular status updates and performance reports to management, highlighting project milestones, risks and corrective actions.
- Use KPIs to drive continuous improvement across project workflows, ensuring alignment with safety, cost, and quality objectives.
- Key Performance Indicators (KPI’s) for this position:
- Port projects timeline adherence and completion rates
- Budget control, planning and execution (planned vs. actual)- CAPEX and OPEX
- Supplier and contractor performance ratings
- Compliance with safety and quality standards
- Resolution time for technical issues and project risks
Quality Control and Compliance:
- Ensure adherence to AML safety regulations, Port quality standards, and project specifications.
- Conduct regular audits, inspections, and quality control checks to uphold engineering standards and mitigate potential risks.
- Monitor compliance with environmental, health, and AML safety guidelines across all project activities.
The Requirements
Bachelor’s degree in civil, Mechanical or Naval Engineering, or a related engineering field. A master’s degree or PMP certification is a plus.
Minimum of 7-10 years of experience in port engineering, with experience of port management projects.
Technical Skills:
- Proficiency in project management tools
- Knowledge of port engineering standards, specifications, and best practices.
- Familiarity with contract management and supplier evaluation processes.
- Strong analytical skills for evaluating proposals, technical drawings, Port designs and performance data.
- Understanding of port safety regulations and compliance standards.
- Language: written and verbal communication skills in English; additional languages are a plus.
