ArcelorMittal Liberia (AML) is part of the global steel giant ArcelorMittal, committed to leading the way in steel production with a focus on safety, sustainability, quality, and leadership.  The AML project is unique to ArcelorMittal’s mining portfolio in that this was the first greenfield mine the company operated. 
 
ArcelorMittal mine, Mount Gangra, is considered one the most beautiful mining environments in the world. It consists of a massive deposit of good-quality iron ore and is situated near the town of Yekepa. Iron ore is then transported to nearby Tokadeh, also in the Nimba mountain range. From Tokadeh the ore is transported by rail to Buchanan for eventual shipment out of Liberia.
 
ArcelorMittal currently undergoing a massive Phase II expansion project which is set to be a game changer. The project, with a capacity of 15 million tonnes of iron ore concentrate, is making steady progress and is expected to be commissioned in Q4 2024.  The project consists of a state-of-the-art concentrator plant along with augmentation of the existing rail and port infrastructure to support the production and shipping of concentrated ore. The project will also have a positive impact on the local economy, with significant infrastructure upgrades, including road development, being taken up as part of the project. The role will focus on marine construction elements such as precasting, piling, concrete batching, and managing marine spreads
 
The Role
 
The incumbent will be responsible for the comprehensive oversight and management of on-site operations for EPC marine construction projects at ArcelorMittal Liberia. A Lead Site/Works – Marine Construction will act as the primary point of contact for all on-site activities, coordinating with project managers, engineers, contractors, and other stakeholders to achieve project milestones. This role will also be responsible to balance technical expertise with leadership, safety, and regulatory compliance.

The Key Responsibilities

  • The incumbent will oversee all on-site operations for EPC marine construction projects at ArcelorMittal Liberia, ensuring efficient, safe, and high-quality execution within a live port environment.
  • Provide comprehensive management of daily on-site activities, ensuring projects are delivered on time, within budget, and to the required engineering and safety standards.
  • Serve as the primary point of contact for all on-site activities, liaising with project managers, engineers, contractors, and stakeholders to ensure smooth execution and adherence to project milestones.
  • Ensure all operations are conducted in strict compliance with safety standards and regulatory requirements, mitigating risks and promoting a culture of safety on-site.
  • Supervise and manage critical construction processes such as precasting structural elements, piling operations, and concrete batch plant management within a complex marine environment.
  • The candidate should be adept at coordinating multi-disciplinary teams, ensuring adherence to project specifications, and driving project success through effective management and technical oversight.
  • Oversee the effective deployment of personnel, machinery, and materials to meet operational needs, ensuring proper training, supervision, and performance monitoring.

The Requirements

  • Diploma or Bachelor’s Degree in Civil Engineering or a related field.
  • Minimum 15 years of experience as a Site/Works Manager or Superintendent on EPC marine construction projects.
  • Extensive experience in marine construction, particularly in precasting, piling, and managing marine spreads.
  • Strong understanding of concrete batch plant operations.
  • Proven track record in managing large-scale EPC projects, preferably within a live port or marine environment.
  • Excellent leadership, communication, and problem-solving skills.
  • Experience working in remote areas of Africa.
