The Role
The Specialist – Train Driver Training position is responsible for conducting on-site, in-house, and teams-based training classes for train drivers, Shunt Drivers, train assistants, dispatchers and other Rail operations employees working for ArcelorMittal Liberia. The Rail Operations Sr Training Officer is responsible for delivering training courses and lead other on the job practical training and assessments ensuring all training materials and classes remain current and effective. The Rail Operations Sr Training Officer must remain current on AML equipment and will be responsible for explaining complex equipment information and procedures to non-technical audiences. The trainer must have effective oral and written communication skills in English and must be able to design a program, implement, monitor on site and assess for certification.  Hence, the trainer must possess Trainer/ Assessor certificate to qualify and certify Rail Operators.
 
The Key Responsibilities

  • Ensure Safety compliance with all railroad rules, procedures, and regulations for operations.
  • Provide regular reports on competence assessments and any foreseeable risks to operational performance.
  • Conduct training needs assessments to support the designing of the training program
  • Undertaking operational competence assessments as needed, complete training plans where required, working closely with Rail Operations Manager.
  • Keep all training records up to date, visible and auditable and uploaded on MYOSH and OTC portal for access to approved trainers and OTC management.
  • Be guided by the Operations Training and Compliance Manager to ensure all training, assessment and competency requirements are recognized
  • Carry out training plans to ensure personnel are rostered in to fulfil their training and competency requirements.
  • Ensure the training requirements of personnel are met and are continually reviewed and assessed. Any issues are to be communicated with the OTC manager and Rail Operations Manager so action plans can be submitted.
  • Revise Training Plan annually, quarterly to align with business needs.
  • Provide weekly, monthly and quarterly reports to OTC Lead Specialist and Rail Manager
  • The above does not limit your duties and the company may require you from time to time to undertake any work within your capability and capacity.

The Requirements

  • Above Grade 12 Certificate
  • Qualified Train Driver
  • Professional Trainer (HRDP)
  • Proficient in Microsoft applications
  • Ability to conduct on-the-job training while performing training program responsibilities.
  • Ability to conduct hands-on field training.
  • Ability to communicate across various disciplines and be flexible to supervise trainees on shift
  • Ability to deliver theoretical sessions using PowerPoint presentations
  • Professional certifications in training and development (desired).
  • Have experience in the Operation of GE locomotives and DP Trains
  • Minimum 6 -10 years’ experience conducting training on Locomotives
  • Experience with heavy haul trains
  • Ability and experience with train simulator tools
  • Experience with PTC or similar signaling system
  • Extensive knowledge of training on Rail Operations and all Locomotives
  • Ability to design, implement, oversee, certify and evaluate Rail Training Program
