Ambatovy Joint Venture operation in Madagascar, is recruiting an experienced Head Engineer: Mechanical who will be required to oversee integrity of all mechanical engineering decisions to ensure safety, quality, cost effectiveness and compliance with relevant international standards and codes.

The Role
This position reports to the Engineering Manager and is required to collaborate with area Principal Engineer (PE) to allocate resources and deliver integrated engineering solutions to meet the needs of the business.

Responsibilities

  • Establish and maintain a high technical level in all aspects of MECHANICAL engineering throughout the company
  • Assignment of MECHANICAL engineering work to named staff to fulfill plant/mine/pipeline requirements
  • Establish/write procedures necessary for MECHANICAL engineering according to international norms
  • Ensure the training of engineers and their oversight by senior staff (level 1 /level 2 approval)
  • Establish a mentoring program
  • Ensure the timely delivery of work to projects and running plant
  • Demonstrate responsible management of resources (staff versus contractor) in cost-effective manner. Ensure team at all times has right balance of competence/experience/availability
  • Ensure contractors deliver work according to requirements with attention to quality / timeliness
  • Leading the engineering and design for mechanical team
  • Interfacing with other disciplines – reviews, meetings
  • Troubleshooting for plant emergencies and critical repairs
  • Interfacing with vendors, contractors and engineering consultants
  • Managing the people management – leave, performance management
  • Planning of work on day-to-day basis and assignment of resources to work to ensure deadlines are met (projects or critical repair)
  • Prepare check and review engineering and design documents, calculations and drawings
  • Budget: Manage contribution within project/running plant – Participate to project cost and schedule evaluation
  • Oversee integrity of all mechanical engineering decisions to ensure safety, quality, cost effectiveness and compliance with relevant international standards and codes.
  • Collaborate with area Principal Engineer (PE) to allocate resources and deliver integrated engineering solutions to meet the needs of the business.
  • Evaluate mechanical stresses on equipment, piping, vessels, structures
  • Engineering and design (modifications to existing equipment, repairs and new greenfield design)
  • Technical issues – troubleshooting (hands on, think on feet, quick thinkers)
  • Sizing of mechanical equipment e.g. determine characteristic of equipment
  • Process equipment modifications – evaluate, understand calculation & drawings
  • Technical: Highest MECHANICAL engineering level resource in the company with ultimate decision authority over all Mechanical Engineering related decisions
  • Staff: Authority over teams working in this technical area
  • Staff/contractor: Adjust ratio according to Ambatovy needs while still accountable for timely output and quality
  • Financial authority according to policy
  • Variable staff numbers and abilities (coaching, training, encouraging)
  • Total commitment: Night/day/weekend/vacation response
  • Manage costs

The Requirements

  • University-educated B.Eng. (Mech). I.Mech.E. or P.E or equivalent
  • Minimum 10 years’ mechanical design experience in modern downstream plant in Senior mechanical positions. (15 years overall experience)
  • Oil & Gas / Petro chemical / refinery / hydrometallurgy plant experience
  • Expat experience in developing country
  • Basic & detail design of static and rotating equipment (specialist in static equipment and sound exposure to rotating equipment) – turbine / pumps / valves, vessels, tanks, pipeline & piping, heat exchangers, reactors, boilers)
  • Evaluate mechanical stresses on equipment, piping, vessels, structures
  • ISO9001, ASTM E272/Charpy, tensile, CTOD, EEMUA 159, ASM, Legislation
  • ASME VIII div 1 & 2, NACE, NORSOK
  • API standards 510, 570, 653 and 579
  • API 650, API 610, API 682 codes
  • Materials of construction, welding, rolling, peening, heat treatment
  • Fitness for service calculations (API579 or equivalent)
  • Mechanical stress calculations (empirical)
  • Turnaround experience (large complex turnarounds > 20 days)
  • Project management experience (PMC, End-user, contractor management)
  • Contracts: Fixed sum, reimbursed, incentivized
  • Medium-sized Team management (5-10)
  • Mechanical design & engineering
  • Coaching and mentoring are key aspects – must have experience in leading people and coaching developing nationals
  • Mechanical engineering technical leadership
  • Knowledge of materials of construction, welding, rolling, peening, heat treatment
  • Turnaround experience / shutdown
  • Project / engineering management experience (preferred)
  • Ability to lead the team assigned to a project (good leadership skills)
  • Proven track record of developing, mentoring and coaching at least 5 Engineers from Engineer to Senior Engineer level.
